Introducing OTel Blueprints and Reference Implementations

To address the inherent and accidental complexities of OpenTelemetry adoption, the project is introducing "Blueprints and Reference Implementations." These blueprints will provide opinionated, best-practice-driven design patterns and holistic strategies to help organizations implement consistent, high-quality telemetry across diverse environments.
